Catherine, an experienced environmental attorney, joined NW&H in 2015 after serving for more than ten years as in-house counsel for the San Joaquin Valley Air Pollution Control District, one of California’s largest environmental agencies.
In addition to her deep expertise in federal and state Clean Air Act regulatory matters, Catherine brings considerable experience with contract negotiations, government procurement of goods and services, employment law, and litigation. During her tenure at the Air District, she worked closely with both public and private sector stakeholders in rulemaking, permitting, variance, and enforcement activities, and she successfully defended numerous agency actions in state and federal court.
In her time at NW&H, Catherine has developed strong relationships with design firm clients, representing them as outside general counsel and advising them on contract negotiations, regulatory compliance, dispute resolution and other aspects of projects and practice. She has also continued her environmental practice assisting clients with Clean Air Act regulatory compliance.
